An Administrative Review permit is required when there is a minor land use and land development entitlement request. There are two types of Administrative Reviews, a Zoning Clearance and Administrative Approval.
A Zoning Clearance is an administrative review procedure whereby staff makes a determination based only on the use and strict application of the Zoning Ordinance. Administrative Approvals are minor discretionary reviews, which allow staff to approve certain land uses and minor development projects where the review is routine in nature. How do I begin the Administrative Review process ?
In order to begin the Administrative Review or Zoning Clearance process, you must complete and submit an Administrative Review Application together with all required information and pay all applicable fees to the Planning Division.
What type of hearing is required for an Administrative Review?
There is no public hearing required for an Administrative Approval, The Community Development Director is the final approval body for Administrative Review permits.
What is the Review Process for an Administrative Review?
- Talk to a planner to obtain information and an application.
- Submit completed application.
- Planning staff review.
- Design Review Committee reviews project with applicant (if applicable).
- Application completeness and level of environmental review is determined.
- Staff makes a decision.
- 10 day appeal period.
Are there submittal deadlines for an Administrative Review application?
Administrative Review applications are accepted at the Planning Division counter during regular business hours. Projects that require review by the DRC will be scheduled for the DRC Agenda in conjunction with the Project Review Calendar.

How long is the Administrative Review process?
Administrative Approval application usually take 4-8 weeks to review. The length of time to process an application could exceed 8 weeks depending on the extent of the proposed project.
Is there an appeal procedure for the Administrative Approval?
If someone is concerned about the decision made on an Administrative Approval, the decision may be appealed to the Planning Commission. Appeals must be made within 10 calendar days of the decision, and can be made by submitting the Appeal Application to the Planning Division staff in City Hall
